Hamis Mugendawala is a Ugandan Education Economist, a development planner, social worker and a project management expert with over 17 years of experience. Hamis holds a PhD from the University of Southampton (UK) and he is a PRINCE2® certified project management practitioner and a chartered member of the British Chartered Institute of IT. He has trained and worked in Africa, Europe and America. He has previously held the British ESRC fellowship leading to the award of a PhD in Education Economics, Policy and Planning of the University of Southampton, UK. Also, he was on a Commonwealth Scholarship leading to the award of an MA. in Educational Planning, Economics and International Development of the Institute of Education, University of London, UK. He further, attained an MSc in Accounting and Finance of Makerere University (Uganda). He is a visiting scholar to IOWA State University (USA), and The University of Witwaterand (S. Africa).
Currently he is a Senior Planner (Education and Skills Development) at the National Planning Authority in the department of Population and Social Sector Planning. His current role entails providing technical backstopping to government MDAs to develop their Strategic Plans aligned to the national development agenda. He also interfaced with civil society organizations to generate issues for inclusion into the national planning framework. Also, until recent, Hamis has been one of the directors of the Invictus Institute (IVI) where he has been informing the strategic direction of the institute as well as supporting the development of resources and training of the volunteer tutorsHamis has been leading a recently concluded multi-sectoral team undertaking the first ever national study that generated the Early Childhood Development issues paper that informed the National Development Plan III. Prior, he led the team that undertook the first ever National Impact Evaluation of the Universal Primary Education (UPE) Policy with the ultimate objective being to assess the policy impact of the UPE program and provide a benchmark for informed policy action for upgrading the quality of UPE. Previously, Hamis together with Prof Daniel Muijs were engaged by the British National College for Teaching and Leadership to evaluate the impact of the Future Leaders’ Project, a job that was accomplished to high standards. Hamis is a member of the government Technical Committee charged with the monitoring and evaluation of the implementation process of the National Integrated Early Childhood Development Policy
